YOUR telegram No. 121 [of 2nd September: Opium taxation]. Before the receipt of your instructions I had renewed my representations to the Wai-wn Pu against the illegal seizures of opium, and have to-day sent in memorandum recapitulating all the specific cases brought to my knowledge and pressing for the release of the opium seized.

I have addressed note to Wai-wu Pu requesting a reply to my note of 1st August and deprecating action of Chinese [?] officials while general question is under discussion as being in marked contrast to generous attitude of His Majesty's Government.

I have complained that I have received no answer to proposals handed to Mr. Liu on 30th July, and expressed desire to come to some speedy and satisfactory agreement.
